The Council of the Village of Woodsfield

                                                             October 20, 2025

The Council of the Village of Woodsfield met in Regular Session on October 20, 2025.

 I.  Roll Call:

      Present:  Council Members; Dale English, Tom Kirkland, Anthony McDaniel, Alicia Gardner, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, and Village Administrator Kevin Brooks.

     Absent: Solicitor Ryan Regel.

II.   Pending Meeting Minutes Approval:

      Dale English made the motion to accept the October 6, 2025 meeting minutes and Public Meeting minutes as written.  Anthony McDaniel second.  Motion passed 6-0.

III.  Registered Visitors:

     None

 IV.  Old Business:

     Mayor Hehr reminded everyone that the Public Hearing for the vacating of alleys will be held on November 3rd.

V.    Administrator Report:

     Village Administrator Kevin Brooks reported that the candidate selected for the meter reader position, which will stretch across water, sewer, and electric, is Anthony Milhoan.  Kevin Brooks asked Council for a motion to hire Anthony Milhoan as Meter Reader/Laborer for Water, Sewer, and Electric Departments at $15.00/hr. effective immediately.  Matt Schaber asked if all of the meters are updated.  Kevin Brooks said we do not have all of them replaced but we are very close.  The new hire will install the meters as needed.  Mayor Hehr said one of the problems was that we could not get meters.  Kevin Brooks said we are trying to get away from the manual reads and do as much auto reads as possible.  Anthony McDaniel made a motion.  Dale English second.  Motion passed 6-0. 

     Kevin Brooks said Council had been asked to procure Letters of Support for the electric conversion project.  He said the application deadline is Wednesday so if any Council member has letters, he needs them by tomorrow.  

     Kevin Brooks reported that Zack Bolin, was hired as the Facility Manager at the Brown Community Center as a contract employee.  He is to open and close the building, do maintenance, clean after events, and be available during events in case of problems.  The Police Department is requesting Zack Bolin as a floater employee to do odds and ends type things such as detailing the cruisers.  The suggestion was made to bring Zack Bolin on payroll as an hourly employee on an as needed basis for the Brown Community Center and the Police Department at $15.00/hr.  Mayor Hehr said we could also use him at the Cemetery next summer for mowing.  Matt Schaber made a motion to hire Zack Bolin on a part-time basis as needed at $15.00/hr.  Anthony McDaniel second.  Motion passed 6-0.

     Kevin Brooks requested Executive Session Personnel/Compensation at the end of the meeting.   

VI.  Fiscal Officer Report:

     Lori Cunard, Fiscal Officer, reported the bank reconciliation is completed. 

     A donation from Woodsfield Savings in the amount of $100.00 was received for the Community Strong Committee. 

     Mayor Hehr said we will need Executive Session regarding the Brown Community Center Contract, action to be taken at the end of the meeting. 

VII.  Committee Chair/Council Reports:

     Dale English – Nothing to report.

     Tom Kirkland – Nothing to report.

    Anthony McDaniel – Nothing to report.

     Alicia Gardner – Nothing to report.

     Tiffany Ramsay – Tiffany Ramsay stated that she would like to clarify the homes that were torn down in town last week had nothing to do with the Property Maintenance Committee.  The homes tore down were on the Landbank list. 

     The Property Maintenance Committee is still working with Solicitor Ryan Regel to make sure they are doing everything properly because they have some situations that are unusual.  Solicitor Regel is working on something for one of the property owners to sign that will give the Village permission to tear her house down. 

     Tiffany Ramsay reported that Trick or Treat will be October 30th from 5:00 p.m. – 6:30 p.m. and the parade will be at 7:00 p.m.  Registration for the parade will begin at 6:00 p.m.

     Matt Schaber – Nothing to report.

    VIII:   Solicitor’s Report:

     Absent

IX:  Mayor’s Report:

     Mayor Hehr asked for a motion to approve the payment of bills.  Anthony McDaniel made the motion.  Matt Schaber second.  Motion passed 6-0.

     Mayor Hehr asked for a motion to approve the Mayor’s Court Report, mid-October 2025.  Dale English made the motion.  Tom Kirkland second.  Motion passed 6-0. 

      Mayor Hehr asked for a motion to approve Ordinance #12-2025, An Ordinance to Make Temporary Appropriations for the Current Expenses and Other Expenditures of the Village of Woodsfield, State of Ohio During the Fiscal Year Ending December 31, 2026, by its Second Reading.  Motion was made byTiffany Ramsay.  Anthony McDaniel second.  Dale English – yes, Alicia Gardner – yes, Matt Schaber – yes, Tom Kirkland – yes.  Motion passed 6-0. 

     Mayor Hehr asked for a motion to approve Resolution #2025-14, A Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor.  Anthony McDaniel made the motion.  Tom Kirkland second.  Motion passed 6-0. 

     Mayor Hehr had talked to Council previously regarding doing surveys for CDBG Funds.  She said that for many years we were eligible for the funds because we met the low to moderate income requirements in the Village.   This year the Village did not meet those requirements, but we can do a survey by picking a street and doing the survey on that particular street.  After the survey if we find that we do meet the low to moderate income requirements we then can apply for CDBG Funds, no guarantee we will get funds, but we can at least apply.  Mayor Hehr has chosen Sycamore Street and Andover.  She has confidential income surveys, and they need to be completed in 6 months however, Mayor Hehr would like to have them done by December 1st.  She would like Council members to each take a packet in which she included addresses and income surveys, she said the surveys are very simple to complete.  Mayor Hehr said It is sometimes hard to get people to understand we are doing this for their benefit.  Kevin Brooks said the CDBG funds are for street paving.  Kevin Brooks said Sycamore and Andover are two of the more costly streets that need done.   He said we do have a large grant application pending with OPWC and we will not know the status of that until January 2026. 

X.  Un-Registered Visitors/Guest:

     Deanna Miller – Deanna Miller said she has yet to receive a map for the easements and she owns property on Church Street and Holiday.  Mayor Hehr said she had talked to Solicitor Ryan Regel, and he will email Deanna Miller the easements. 

     Deanna Miller also said her sister-in-law Marilynn Wells lives on Andover Street and has a drainage issue.  Mayor Hehr said she talked with Brian Harrigan, Water/Wastewater Superintendent, and he and John Williams, Street Superintendent, will be out to look at it. 

     Mayor Hehr asked for a motion to go into Executive Session regarding Employee Compensation, action will be taken.  Tiffany Ramsay made the motion.  Matt Schaber second.  Motion passed 6-0.  Executive Session entered at 5:54 p.m.

    The return to Regular Session was agreed upon by mutual consent.  Regular Session entered at 6:32 p.m.      

     Mayor Hehr asked for a motion to accept the fees for the Brown Community Center.  Tiffany Ramsay made the motion.  Dale English second.  Motion passed 6-0.  Tiffany Ramsay said she would distribute the fee schedule/contract to Council members.  Mayor Hehr said the information and the contract will be put on the website. 

XI. Adjourn:

            Mayor Hehr asked for a motion to adjourn the meeting.  Alicia Gardner made the motion.   Anthony McDaniel second.  Motion passed 6-0.  The meeting was adjourned at 6:36 p.m.
