The Council of the Village of Woodsfield met in Regular Session on November 3, 2025.
I. Roll Call:
Present: Council Members; Dale English, Tom Kirkland, Anthony McDaniel, Alicia Gardner, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel, and Village Administrator Kevin Brooks.
II. Pending Meeting Minutes Approval:
Matt Schaber made the motion to accept the October 20, 2025 meeting minutes as written. Anthony McDaniel second. Motion passed 6-0.
III. Registered Visitors:
Registered visitors’ concerns were addressed during the Public Meeting.

V. Administrator Report:
Village Administrator Kevin Brooks said leaf pick-up was discussed at the Superintendents meeting this morning. All leaves must be bagged, no yard debris, leaves only, and set on the curb. The dates for pick-up are Wednesday, November 12th, Wednesday, November 19th for South Paul, S. Sycamore, East and West Church, Home, Young and Holiday Ave., Moose Ridge, South Main, Eastern Ave., Hillcrest, High St., S. 4th Street, East and West Marietta, and Westview Drive. Thursday, November 13th, and Thursday, November 20th for N. Paul Street, N. Sycamore, Riley Addition, Center Street, Ohio, Green, Maple, Oaklawn, N. Main, Guilford Addition, and Eddy Ave. This will also be posted downstairs and on our Facebook page.
Kevin Brooks reported that Wyatt Goodrich, Water Treatment Plant, has put in his resignation, last day to be November 14th. Mr. Brooks asked Council to make a motion to accept the resignation. Anthony McDaniel made the motion. Tiffany Ramsay second the motion. Kevin Brooks said the job has been posted but we have 1 potential internal candidate. Motion passed 6-0.
Kevin Brooks said he has been meeting with Verdantas regarding the government center project and the potential demolition of our current building. We are pursuing Brownfield funds for the demolition and remediation of the existing building. In order to pursue grant funding, we have to do a Phase One Study on the building which is tied to the asbestos abatement. The study will cost about $10,300.00, the plans for the demolition and the grant funding is an additional $24,000.00 so we are looking at $35,800.00 to do the entire process. The grant is due on December 13th, and we are eligible for up to $1,000,000.00. We are still under consideration for $3.5 million grant funds through Senator Ruly’s office. Kevin Brooks asked Council if they wanted to go through with the Phase One Study, he thinks it would be a good idea. He said if we do the Study the funds to pay for the $10,300.00 could be taken from Capital Projects or he thinks it would also be an eligible expense to use the Building Fund. Anthony McDaniel asked if we do the Study’s would it help with getting the $3.5 million grant. Kevin Brooks said we want to be shovel ready if we are approved for funds, so yes it would help to secure the grant. Dale English made the motion to complete the Phase One Study on our current building. Anthony McDaniel second the motion. Matt Schaber – no. Motion passed 5-1.
Kevin Brooks said there has been a culvert issue on Old Brick Rd. He has talked with John Williams, Street Superintendent, about replacing the culvert and repairing the road because that is our main access to the Wastewater Treatment Plant. Mr. Brooks said they think they can get through the winter but would like to order the culvert now, the cost would be about $10,000.00. The total project cost is $33,000.00 and we feel like we can get through to the spring. Matt Schaber asked how soon the culvert would be delivered, Mr. Brooks said 4 weeks. Anthony McDaniel made a motion for the purchase of the culvert for $10,000.00. Matt Schaber second the motion. Motion passed 6-0.
VI. Fiscal Officer Report:
Lori Cunard, Fiscal Officer, reported that the October bank statement is reconciled and ready for Council signatures.
Lori Cunard said there is an Ordinance in Council packets for line-item changes that will need approved.
VII. Committee Chair/Council Reports:
Matt Schaber – Nothing to report.
Tiffany Ramsay – Tiffany Ramsay reported the Property Maintenance Committee was scheduled to meet this evening, but they did not have a meeting due to a couple members being in other meetings.
The Halloween Parade was well attended, and she wanted to thank everyone who participated. They gave out 175 treat bags. She congratulated the costume winners and thanked her fellow Community Strong members and community partners that helped make the event possible.
There is a square dance scheduled for November 15th at the Brown Community Center from 7:00 p.m. – 10:00 p.m.
Mayor Hehr said the Community Strong Committee has a very small budget, but they are very fortunate to have places such as the Eagles to support them, they donated $1,000.00 and it is appreciated. This donation will allow them to have Music in the Park next summer and maybe expand. Mayor Hehr thinks everyone appreciates Music in the Park because they can go to a concert without having to leave town. She also wanted to thank George’s Pizza because they donated pizza for one of their events and they were able to sell it to bring in some funds. Mayor Hehr thanked anyone who has donated to the Community Strong in any way.
Alicia Gardner – Nothing to report.

Tom Kirkland – Nothing to report.
Dale English – Dale English asked that the Mayor please ask people to stop talking because it makes it hard for him to hear. Kim Schaber spoke up and said to please make sure each Council member’s microphones are working.
VIII: Solicitor’s Report:
Nothing to report.
Kevin Brooks asked about the status of the EMS building. Solicitor Regel said there is nothing else required on our end, we are waiting on their attorney and the EMS Organization to complete what they need to do. Mr. Brooks said we are hoping to close that before the end of the year to be on this year’s revenue. He also stated that we will be closing the books on December 13th, so there will be no purchasing after the 13th.
IX: Mayor’s Report:
Mayor Hehr wanted everyone to know in regard to vacating of alleys that we put a public notice in the paper 6 consecutive weeks before the public hearing and that is how our Ordinance reads. She apologizes to anyone who did not realize they are part of the vacating.
Mayor Hehr asked for a motion to approve Ordinance #12-2025, An Ordinance to Make Temporary Appropriations for the Current Expenses and Other Expenditures of the Village of Woodsfield, State of Ohio During the Fiscal Year Ending December 31, 2026, by its Third Reading. Motion was made byMatt Schaber. Anthony McDaniel second. Dale English – yes, Tom Kirkland – yes, Alicia Gardner – yes, Tiffany Ramsay – yes. Motion passed 6-0. Ordinance #12-2025 adopted.
Mayor Hehr asked for a motion to approve Ordinance #13-2025, An Ordinance Providing for Amending and Revising Specific Line-Items in the Appropriations of Expenditures for the Village of Woodsfield for the Calendar Year 2025 and Declaring an Emergency, and a motion Suspending the
Three Reading Rule and passing as an emergency measure. Dale English made a motion. Anthony McDaniel second the motion. Tom Kirkland – yes, Alicia Gardner – yes, Tiffany Ramsay – yes, Matt Schaber – yes. Motion passed 6-0. Ordinance #13-2025 adopted.
Mayor Hehr asked for a motion to approve Ordinance #14-2025, An Ordinance Authorizing Income Tax Distribution and Declaring an Emergency and a motion Suspending the Three Reading Rule and passing as an emergency measure. Tom Kirkland made a motion. Anthony McDaniel second the motion. Dale English – yes, Alicia Gardner – yes, Tiffany Ramsay – yes, Matt Schaber – yes. Motion passed 6-0. Ordinance #14-2025 adopted.
Mayor Hehr asked for a motion to approve Resolution #2025-13, A Resolution to give the Village Full Time Employees a Pay Increase January 1, 2026. Anthony McDaniel made a motion. Matt Schaber second the motion. Tom Kirkland – abstain. Motion passed 5-0.
Kevin Brooks said, in reference to Kim Schaber’s statement about the microphones, that about 6 years ago the microphones were repaired. He said maybe we need to have someone come in and re-check them, but he also said we need to make sure the microphones are in front of you when speaking.
Mayor Hehr asked for a motion to approve the payment of bills. Anthony McDaniel made the motion. Tiffany Ramsay second the motion. Motion passed 6-0.
Mayor Hehr asked for a motion to approve the Mayor’s Court Report, October 2025. Dale English made the motion. Tom Kirkland second the motion. Motion passed 6-0.
Mayor Hehr asked for a motion to approve the Income Tax Report, October 2025. Matt Schaber made the motion. Tiffany Ramsay second the motion. Motion passed 6-0.
X. Un-Registered Visitors/Guest:
Kim Schaber – Kim Schaber said since Council was talking about moving forward with the new Municipal building and investigating more funding, she asked to be reminded of how much has already been paid for studies and design of the new building. Kevin Brooks said we had received $100,000.00 in grant funds from Senator Chavez’s office and the State. He believes the Village has contributed probably $65,000.00. Mr. Brooks also said we purchased the property to the South for $55,000.00 with the intention we were going to build on it. He thinks we have spent $165,000.00-$170,000.00 on design with a total of around $230,000.00 including the purchase of the property. Mr. Brooks said we had used no tax dollars for the design and purchase.
Kevin Brooks explained that we had a no charge assessment done in mid-2020 of the current building and what it would cost for renovation and to get the building ADA compliant. The cost would actually be higher than building a new facility.
Mr. Brooks said the premise of the new building is to have a stand-alone Police Department. They would have interview rooms, holding cells and offices along with a 3-bay garage to get the vehicles out of the weather.
