The Council of the Village of Woodsfield met in Regular Session on December 1, 2025.
I. Roll Call:
Present: Council Members; Dale English, Tom Kirkland, Alicia Gardner, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel, and Village Administrator Kevin Brooks.
Absent: Council member Anthony McDaniel.
II. Pending Meeting Minutes Approval:
Mayor Hehr stated that she had talked with Brenda Mauck this morning and asked her to state in the minutes what the correction is when there is a correction to the minutes. Dale English made the motion to accept the November 17, 2025 meeting minutes as written. Matt Schaber second. Anthony McDaniel – absent. Motion passed 5-0.
III. Registered Visitors:
None
IV. Old Business:
Matt Schaber asked the status of the EMS Building. Solicitor Regel said he is going to bring this up during Executive Session but there are no surprises.
V. Administrator Report:
Village Administrator Kevin Brooks – nothing to report.
VI. Fiscal Officer Report:
Fiscal Officer Lori Cunard stated the November bank reconciliation is completed for Council signatures.
The Fiscal Office will be closed on Tuesday and Wednesday due to the UAN year-end conference in Columbus.
Fiscal Officer Lori Cunard said we will need to make a change in signers on the bank account, Dale English will be removed, and Mayor Carol Hehr will be added. Kevin Brooks asked if the Fiscal Office will be getting new signature stamps and Lori Cunard said they will. Dale English made the motion to remove his name as signer on the bank account and add Mayor Carol Hehr. Tom Kirkland second. Anthony McDaniel – absent. Motion passed 5-0.
VII. Committee Chair/Council Reports:
Dale English – Dale English would like to make a motion to develop the corner on Main Street that was bought to make a park. He said that is what we promised to do and we need to get it done. Tom Kirkland second. Anthony McDaniel – absent. Mayor Carol Hehr said we do have plans for the park, but we have to find the money. She said there is a grant we can apply for, but the money will not be available until 2027. She has had several people assure her that they will donate, but it is going to be expensive because we want something nice that everyone can enjoy. Mayor Hehr said the plans that were made for the park are perfect and she will be soliciting for money to do the project.
Kevin Brooks spoke up and said we have to be careful because as he recalls the design plans that we had commissioned from Verdantas and the cost estimate they gave is the competitive bid threshold. We need to follow proper protocols to make sure we don’t violate the competitive bid threshold. Kevin Brooks said regardless of getting donations, we still cannot be in excess of the competitive bid threshold of $75,000.00 in total project cost. Solicitor Regel said he would take a look at the bid and give some guidance. Kevin Brooks said if the project cost is in excess of $75,000.00 then we are required to competitive bid that. Mayor Carol Hehr said we would talk about this again later and she will talk to Solicitor Regel about it also. Kevin Brooks said he is just saying he thinks we need to reassess the total cost of the project before we get too far into it, so we are not jeopardizing the $75,000.00 threshold.
Dale English said it has already cost the Village $63,000.00 to clean it up because a Council member turned us in to the EPA. Matt Schaber asked if we could at least put some grass seed down, so it is not just mud. Kevin Brooks said they have already talked about doing that. In the spring we will level the lot a little better and then put some topsoil and grass seed down. We definitely do not want a mud hole for Alumni Weekend. Matt Schaber also asked Dale English what Council member called the EPA. Dale English said the name he was given was Matt Schaber. Matt Schaber said he did not call the EPA, he said he did talk to Kevin Brooks about the job being done properly, but that is as far as it went and whoever said that to Dale English lied, and Matt said Dale never back checks anything. Matt Schaber said he did not call the EPA.
Mayor Hehr asked that the meeting continue, she continued with roll call for the motion made to develop the park. Alicia Gardner – yes, Tiffany Ramsay – yes, Matt Schaber – abstain. Anthony McDaniel – absent. Motion passed 4-0.
Tom Kirkland – Nothing to report.
Alicia Gardner – Nothing to report.
Tiffany Ramsay – Tiffany Ramsay reported the Community Strong tree lighting will be December 5th on the lot next door at 6:30 p.m., face painting will be starting at 6:00 p.m.
The residential outdoor Christmas decorating contest will be held again this year by the Community Strong Committee. There is no registration involved, just have your decorations up and the judging will take place on December 19th. The winners will be announced on the Facebook page.
Mayor Hehr said this will conclude the Community Strong Committee events for 2025. They will re-group after the first of the year and plan as many events as they can for 2026.

VIII: Solicitor’s Report:
Solicitor Ryan Regel asked for Executive Session concerning the purchase and sale of real property, one being the sale of the EMS Building and the other dealing with the lease of real property. Tiffany Ramsay made the motion. Matt Schaber second. Anthony McDaniel – absent. Motion passed 5-0.
IX: Mayor’s Report:
Mayor Hehr asked for a motion to approve the payment of bills. Tom Kirkland made the motion. Dale English second. Anthony McDaniel – absent. Motion passed 5-0.
Mayor Hehr asked for a motion to approve the Mayor’s Court Report, November 2025. Dale English made the motion. Tiffany Ramsay second. Anthony McDaniel – absent. Motion passed 5-0.
Mayor Hehr asked for a motion to approve the Income Tax Report. Matt Schaber made the motion. Tom Kirkland second. Anthony McDaniel – absent. Motion passed 5-0.
X. Un-Registered Visitors/Guest:
Paul Howell – Paul Howell attended regarding the vacating of one of the alleys. He is giving a statement stating that if it is approved to vacate the alley, he will seek restitution for the costs incurred and undue hardship it will cause him.
Mayor Hehr asked Council to think about changing the Council meeting time from 5:30 p.m. to 6:00 p.m. and they will talk more about it at the next Council meeting.
Executive Session entered at 5:45 p.m.
Dale English made the motion to go back into Regular Session. Tom Krikland second. Anthony McDaniel – abstain. Motion passed 5-0. Regular Session entered at 6:20 p.m.
Mayor Hehr asked for a motion to approve Ordinance #15-2025, An Ordinance Vacating Certain Alleys Within the Village of Woodsfield, Monroe County, Ohio, by its Third Reading and adopt. Dale English made the motion. Matt Schaber second. Tom Kirkland – yes, Alicia Gardner – yes, Tiffany Ramsay – yes, Anthony McDaniel – absent. Motion passed 5-0. Ordinance #15-2025 adopted.
XI. Adjourn:
Mayor Hehr asked for a motion to adjourn the meeting. Alicia Gardner made the motion. Tiffany Ramsay second. Anthony McDaniel – absent. Motion passed 5-0. The meeting was adjourned at 6:26 p.m.
