The Council of the Village of Woodsfield

                                                            April 10, 2025

The Council of the Village of Woodsfield met in Regular Session on April 10, 2025.

 I.  Roll Call:

      Present:  Council Members; Dale English, Tom Kirkland, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel and Village Administrator Kevin Brooks.

     Absent:  Council members:  Anthony McDaniel and Kaylee Sefert.

II.   Pending Meeting Minutes Approval:

     Tiffany Ramsay made the motion to accept the March 17, 2025 meeting minutes as written.   Matt Schaber second.  Motion passed 4-0.

III.  Registered Visitors:

     None 

IV.  Old Business:

     Matt Schaber asked what the status is with the feral cat problem in the Village.  Mayor Hehr said the Village did not qualify for a spay/neuter program for feral cats. 

V.    Administrator Report:

     Village Administrator Kevin Brooks reported that the Street Department was out and checked Anthony and Britta Palombi’s backyard.  They had previously been to Council and reported problems with the storm drains in their backyard.  Kevin Brooks said the yard needs to dry out before they can clean the debris from the tunnel that goes under St. Rt. 78, or they are going to do a lot of damage to the yard.

     Kevin Brooks reported that E. L. Robinson will have the mapping completed next week for the Wastewater Treatment Plant and Storm Sewer Project. 

     Matt Schaber asked the status of the Storm Sewer project.  Ryan Regel said the process of contacting residents for easements is still in the process.   

VI.  Fiscal Officer Report:

     Fiscal Officer Lori Cunard reported that the auditors were in last week and everything seems to be going well.  The audit is not completed yet, they still have some things to review but it can be done from their office.  Dale English spoke up to thank Lori Cunard and Brenda Mauck, Fiscal Office and Tina Tubaugh and Kassie Steele, Utility Office for providing the auditors with what they needed and for being so cooperative with the auditors while they were here. 

VII.  Committee Chair/Council Reports:

      Dale English – Nothing to report. 

      Tom Kirkland – Nothing to report.

      Anthony McDaniel – absent.

      Kaylee Sefert – absent.

      Tiffany Ramsay –Nothing to report.

      Matt Schaber – Matt Schaber read a letter to Council from a resident named Heather Truax.  The letter was addressed to Council regarding playgrounds in the Village.  Her son is autistic and is an elopement risk.  She is urging Council to consider the installation of fencing around the perimeter of the Village’s playground structure’s.  She said it is not a request for luxury or convenience but a plea for safety, inclusion, and equity and it can transform a stressful outing into a joyful memory.  She said our

Village playgrounds, while visually beautiful and thoughtfully equipped, remain unusable to many families due to no protective barrier.  She is asking that Council please consider the addition of perimeter fencing not as an expense, but as an investment in the inclusivity, safety and usability of our community’s outdoor spaces.  Kevin Brooks said that fencing is expensive, we put up fencing a few years ago for the basketball court.  Because it is a public park, legally, we actually are not even supposed to fence it in or have gates shut at the park. 

VIII:  Solicitor’s Report:

     Nothing to report.

IX:   Mayor’s Report:

    Mayor Hehr asked for a motion to approve the payment of bills.  Matt Schaber made the motion.  Tom Kirkland second.  Motion passed 4-0.

     Mayor Hehr asked for a motion to approve the Mayor’s Court Report, March 2025.  Dale English made the motion.  Matt Schaber second.  Motion passed 4-0.   

     Mayor Hehr asked for a motion to approve the Income Tax report, March 2025.   Tom Kirkland made the motion.  Dale English second.   Motion passed 4-0. 

     Mayor Hehr asked for a motion to approve the Village of Woodsfield Contracting with the Monroe County Commissioners to obtain and receive the services of the Monroe County Emergency Management Agency.  Dale English made the motion.  Tom Kirkland second.  Motion passed 4-0. 

     Mayor Hehr reminded everyone of the Sidewalk Replacement Program.  The Village will reimburse a resident up to $500.00 for replacing their sidewalk.  Besides the Sidewalk Replacement Program, the Village also offers the Demolition Program and the Façade Improvement Program where the Village will reimburse up to $1,000.00. 

     Mayor Hehr said that Lewis Hill, Electric Superintendent, ordered the brackets for the flags that are to be put up for the 175th Monroe County Fair. 

X.  Un-Registered Visitors/Guest:

     None

      Mayor Hehr asked for a motion to go into Executive Session regarding Contracts.  Matt Schaber made the motion.  Tiffany Ramsay second.  Motion passed 4-0.  Executive Session entered at 6:10 p.m. 

     Mayor Hehr asked for a motion to go back into Regular Session.  Matt Schaber made the motion.  Tiffany Ramsay second.  Motion passed 4-0.  Regular Session entered at 7:20 p.m. 

     Mayor Hehr requested a Special Meeting to be held on Thursday, April 17, 2025 @ 4:30 p.m.  All of Council agreed with the day and time. 

 XI. Adjourn:

            The Mayor asked for a motion to adjourn the meeting.  Dale English made the motion.   Tiffany Ramsay second.  Motion passed 4-0.  The meeting was adjourned at 7:22 p.m.
