The Council of the Village of Woodsfield

The Council of the Village of Woodsfield met for a Public Hearing on October 6, 2025.
I. Roll Call:
Present: Council Members; Dale English, Tom Kirkland, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel, and Village Administrator Kevin Brooks.
Absent: Council members Anthony McDaniel and Alicia Gardner.
Mayor Hehr said the first request for the Public Hearing is for a zoning variance by Walter Russell to construct and operate mini storage units on property at 209 High Street. Mayor Hehr asked if anyone would like to speak in favor of or against the variance.
Brad Workman – Mr. Workman said the property is directly across the road from him, he is the closest neighbor. He said he has known Mr. Russell for many years, and he knows that anything Mr. Russell has owned is always well maintained so Mr. Workman has no problem with the variance.
Council member Matt Schaber asked Mr. Russell if he was planning on putting a fence around the storage units. Mr. Russell said he was not planning on it but if that is what it takes for the zoning change then he would do it. Matt Schaber said he just asked out of curiosity because the area is residential.
Mayor Hehr asked for a motion to approve or disapprove the zoning variance at 209 High Street. Tom Kirkland made the motion to approve. Tiffany Ramsay second. Anthony McDaniel and Alicia Gardner – absent. Motion passed 4-0.
Mayor Hehr said the second request is for a zoning variance by Daniel Anthony to operate a gunsmithing and re-loading business on property located at 506 Eastern Ave.
Daniel Anthony – Mr. Anthony said he has talked to Council a few times and he said he has spoken with some of his neighbors, and the ones he spoke with has no issue with it. He said one of his neighbors actually reloads ammunition himself. One of his neighbors, Johnna Kaiser who was in attendance, said he had not spoken to her about it. She asked if there was going to be an ordinance on how much ammunition Mr. Anthony can have. Mr. Anthony will operate as a Class 07 which regulates his business such as how much powder and how he has to store it. Mr. Anthony said he has a concrete vault with 8-inch ceilings and walls, and he had pictures showing the vault.
Mayor Hehr asked for a motion to approve or disapprove the zoning variance at 506 Eastern Ave. Matt Schaber made a motion to approve. Dale English second. Anthony McDaniel and Alicia Gardner – absent. Motion passed 4-0.
Mayor Hehr said the third request is for a zoning variance by Tom Dick to operate a flower shop located at 306 South Main Street.
Irma Highman – Ms. Highman said she has no problem with Tom Dick operating a flower shop a few doors down from her. She said his property is well kept, items are neatly arranged, and the flowers are beautiful.
Bernard Dick – Bernard Dick thinks it would be a big plus to the community and he is in favor of it.
Matt Schaber asked Tom Dick about the other properties around him because he is spread out across 3 different properties, and he is only asking for a variance for 1 property. Tom Dick said the property he is operating his business from now is already zoned commercial and now he is asking for a variance for 306 South Main. He said he did not own the other 2 properties at the time he asked for the zoning variance. He said in the future he is planning on asking for a zoning variance for more property behind him that he owns because he would like to expand.
Mayor Hehr asked for a motion to approve or disapprove the zoning variance at 306 South Main Street. Tom Kirkland made a motion to approve. Dale English second. Anthony McDaniel and Alicia Gardner – absent. Motion passed 4-0.
Mayor Hehr asked for a motion to adjourn the Public Hearing. Dale English made the motion to adjourn. Tom Kirkland second. Anthony McDaniel and Alicia Gardner – absent. Public Hearing adjourned at 5:20 p.m.
