The Council of the Village of Woodsfield

The Council of the Village of Woodsfield met for a Public Hearing on April 20, 2026.
I. Roll Call:
Present: Council Members; Bill Allen, Alicia Gardner, Kim Schaber, Tiffany Ramsay, Matt Schaber,
Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel, and Village Administrator Kevin
Brooks.
Absent: Council member Tom Kirkland.
Mayor Hehr said the Public Hearing is for a zoning variance request, going from residential to
commercial, by Walter Russell to construct and operate storage units on property at 211 High Street.
Mayor Hehr asked if anyone would like to speak in favor of or against the variance.
Walter Russell spoke to say that he would like to put in more storage units because the first set he
put up has eight storage units and he already has a waiting list on them.
Matt Schaber asked Mr. Russell how many more units he is planning on starting with and Mr. Russell
said probably eight more units.
Kevin Brooks said he does not believe there will be an issue, but he would like to have the water and
electric superintendent’s check the property to be sure there are no conflicts.
Mayor Hehr asked if anyone in attendance would like to speak against the zoning variance and if not,
she asked for a motion to accept or deny the zoning variance. Bill Allen made a motion to accept the
zoning variance. Kim Schaber second the motion. Tom Kirkland walked into the meeting at this time.
Motion passed 6-0.
Mayor Hehr asked for a motion to adjourn the Public Hearing. Tiffany Ramsay made the motion to
adjourn. Matt Schaber second. Public Hearing adjourned at 5:40 p.m.
