The Council of the Village of Woodsfield met for a Special Council Meeting on May 27, 2026.
I. Roll Call:
Present: Council Members; Tom Kirkland, Bill Allen, Alicia Gardner, Kim Schaber, Tiffany Ramsay, Mayor Carol Hehr, Fiscal Officer Lori Cunard, and Solicitor Ryan Regel.
Mayor Hehr said the purpose of the Special Meeting being held this evening is to interview the candidates for the appointment of the open Council seat. She said the interviews were scheduled based on the order the letters of interest were received.
Mayor Hehr said the interviews will be held in Executive Session. She asked for a motion to go into Executive Session to consider the appointment of a Public Official. Tom Kirkland made the motion. Tiffany Ramsay second the motion. Motion passed 5-0. Executive Session entered at 5:37 p.m.
Mayor Hehr called the meeting back into Regular Session. Regular Session entered at 7:05p.m. Mayor Hehr thanked the applicants who were still present for submitting their letters and their interest in Village Council.
Mayor Hehr asked for a motion to appoint a new Council Member effective immediately. Tom Kirkland made the motion to appoint Rusty Atkinson as Council Member effective immediately and to serve the remainder of the term until December 31, 2027. Tiffany Ramsay second the motion. Motion passed 5-0.
Mayor Hehr asked for a motion to adjourn the Special Council Meeting. Alicia Gardner made the motion to adjourn. Bill Allen second. Special Council Meeting adjourned at 7:10 p.m.
