The Council of the Village of Woodsfield
APRIL 5, 2021
I. Roll Call:
Present: Council Members Dale English, Tom Kirkland, Jamie Hill, Carol Hehr, Ray Hughes, and Anthony McDaniel, Mayor Mike Ricer, Solicitor Bill Frank, and Administrator Kevin Brooks. Fiscal Officer, Dustin Kirkland came but was excused due to back issues.
II. Pending Meeting Minutes Approval:
Dale English made the motion to accept the March 22, 2021 meeting minutes. Ray Hughes second. Motion passed 6-0.
III. Registered Visitors/Guests:
Fire Chief, Mike Young attended to present an estimate to Council for transmission repairs. The estimate was from WVA-Ohio Motor Sales, Inc. in the amount of $35,700.65. Jamie Hill made the motion to accept the estimate of $35,700.65 and go ahead with repairs. Anthony McDaniel second. Motion passed 6-0.
Angela Kerce attended Council meeting to let them know that a car show is in the plans for this summer. The car show will be held on August 7, 2021 from 10:00 a.m. to ??.
IV. Old Business:
None
V. Village Administrator Report:
Kevin Brooks reported that Village email accounts set up for each Council member are operational.
Brooks reported the suggested Pool hours and rates for this coming season. The hours are Monday – Saturday 11:00 a.m. – 2:00 p.m. and 3:00 p.m. – 5:00 p.m. and Sunday 1:00 p.m. – 4:00 p.m. The Daily rates are Adults – $3.00 and Students – $2.00. The Daily rates are each $1.00 less than in years passed. The motion was made by Jamie Hill to approve the Daily rates of Adults – $3.00 and Students – $2.00 for Pool admission. Carol Hehr second. Motion passed 6-0.
Kevin Brooks stated that the bid meeting took place for the Wolf Pen and Poplar Drive FEMA projects. Ray Hughes made the motion to accept bid and award the project for Wolf Pen slip repairs. Tom Kirkland second. Motion passed 6-0. Anthony McDaniel made the motion to accept bid and award the project for Poplar Drive slip repairs. Carol Hehr second. Motion passed 6-0.
Kevin Brooks said the Village needs to pass a Resolution and payment needs remitted to Monroe County EMA for EMA services.
VI. Fiscal Officer Report:
Fiscal Officer, Dustin Kirkland had been excused so Mayor Mike Ricer did the Fiscal Officer report. Dustin Kirkland had inquired at Citizens National Bank about raising our insurance from $2.2 million to $3 million since the Village has been running a higher balance in the account. He was told to get approval on this from Council. Dustin also suggested in his report to move $300,000 from Citizens National Bank to Wesbanco Bank. Mayor Ricer asked for a motion to move $300,000 from Citizens National Bank to Wesbanco Bank and also to have Citizens National Bank raise insurance to $3 million on the Village account. raised from $2.2 million to $3 million on the account at Citizens National Bank. Ray Hughes second. Motion passed 6-0.
VII: Committee Chair/Council Reports:

Carol Hehr – Reported that she had been in touch with Aldi’s grocery stores to talk about the possibility of an Aldi’s in Woodsfield, however, this is doubtful.

VIII. Solicitor Report:
Bill Frank had 2 pieces of Legislation in his report. The first is Ordinance 1291-2021, Zoning and Planning Regulations amendment as was referred from the Committee as a whole. The amendment was read and passed on second reading on March 22, 2021. It is now available for 3rd reading. The Mayor asked for a motion to pass, by its third reading, Ordinance 1291-2021: To Amend Woodsfield Municipal Code to update Planning and Zoning Regulations. Jamie Hill made the motion, Tom Kirkland second. Motion passed. Ordinance 1291-2021 passed by its third reading. Ordinance 1291-2021 adopted. The second piece of Legislation is Ordinance 1294-2021, recommendation for the revision of Building Permit Fees. It was read and passed by first reading on March 22, 2021. It is now available for second reading and third reading (as an emergency). The Mayor asked for a motion to pass Ordinance 1294-2021: To Amend the Woodsfield Municipal Code to Streamline the Structure and Update the Fee for a Building Permit. Carol Hehr made the motion,Dale English second. Motion passed 6-0. The Mayor then asked to pass Ordinance 1294-2021 by its third reading as an emergency. Tom Kirkland made the motion to suspend the rules and pass Ordinance 1294-2021 by its third reading as an emergency, Jamie Hill second. Motion passed 6-0. Ordinance 1294-2021 adopted.
IX. Mayor Report:
The Mayor reported that clean-up week for the Village is May 10 – 17th.
Carol Hehr made a motion to approve the payment of bills. Tom Kirkland second. Motion passed 6-0.
Jamie Hill made a motion to approve the Mayor’s Court Report for March, 2021. Ray Hughes second. Motion passed 6-0.
X. Adjourn:
Council member Anthony McDaniel made the motion to Adjourn from Session. Carol Hehr second. Motion passed 6-0. Meeting adjourned at 6:45 p.m.
