June 19, 2023
The Council of the Village of Woodsfield met in Regular Session on June 19, 2023.
I. Roll Call:
Present: Council Members; Dale English, Tom Kirkland, Anthony McDaniel, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, and Village Administrator Kevin Brooks.
Absent: Council member Leann Harper and Solicitor Ryan Regel.
II. Pending Meeting Minutes Approval:
Anthony McDaniel made the motion to accept the June 5, 2023 meeting minutes. Tiffany Ramsay second. Dale English – abstain. Leann Harper – absent. Motion passed 4-0.
III. Registered Visitors/Guest:
None
IV. Old Business:
DORA – Mayor Hehr passed around to Council guidelines that she jotted down for the cups to be used for DORA. She said they won’t be making any decisions tonight but in 2 weeks for the next meeting she is hoping we can make the final decisions for DORA. Anthony McDaniel asked if it would be printed on all of the cups, Mayor Hehr replied yes.
V. Administrator Report:
Village Administrator Kevin Brooks asked for Executive Session regarding Personnel/Employment with action to be taken at the end of the meeting. Mayor Hehr said she also has acquisition of property for Executive Session.
VI. Fiscal Officer Report:
Fiscal Officer Lori Cunard stated that the Utility accounts have been caught up to April and May so far. She passed around the new reconciliation report to be used for the Utility Department for Council to take a look at. The reconciliation report for the Utility Department will now be done on a daily/weekly basis instead of monthly. Mayor Hehr asked if Council would get a copy of the report on a regular basis. Lori Cunard said the reconciliation will show on the receipt report that she gives to Council each meeting, but Mayor Hehr said she likes the way this report shows the breakdown of where the funds get disbursed. Lori Cunard said she could send the report out weekly to Council if that is what they would like. Mayor Hehr said that getting the report just on a monthly basis would be good. Kevin Brooks spoke up and said that some were concerned and questioning the Water Operating account. We had waited for Council approval on the new distributions to post revenue, but had still been paying expenses, so the account was not reflecting revenue. He said that all revenues have now been posted and if you look at the most current Fund Status Report, he thinks everyone will be pleasantly surprised. Lori Cunard said the Fiscal Office and Utility Office are still looking at how to figure the Kilowatt tax. Kevin Brooks said we pay Sawvel & Associates a retainer and they have offered to help so we should contact them. Lori Cunard said they have been in contact with them.
VII. Committee Chair/Council Reports:
Dale English – Dale English asked Chief Corey Jones if he was going to report on the K-9 Fundraiser. Chief Jones said he did not have a report ready as of yet. Dale English also thought the Alumni parade on Friday night was very nice. Mayor Hehr said the sound system for the Village needs some work. Kevin Brooks said he talked to Lewis Hill, Electric Superintendent, and he said there is a button on the microphones and if one is turned off neither will work. Lewis Hill will go over it with someone before the next event to be held. Mayor Hehr said that one did work but the other did not so it will have to be looked into, but they are learning. Mayor Hehr said she appreciated Council agreeing to purchase the sound system because it is going to be an asset and it is portable and can be moved throughout the Village.
Tom Kirkland – Tom Kirkland feels the downtown project is coming along really well and it seems they will be done soon. Mayor Hehr said she talked with one of the guys from Miller and it will be 3-4 weeks before the signalization will be ready to go.
Anthony McDaniel – Nothing to report.

IX: Mayor’s Report:
Mayor Hehr asked for a motion to approve the payment of bills. Tom Kirkland made the motion. Dale English second. Leann Harper – absent. Motion passed 5-0.
Mayor Hehr asked for a motion to approve the Mayor’s Court report, mid-June 2023. Dale English made the motion. Matt Schaber second. Leann Harper – absent. Motion passed 5-0.
Mayor Hehr asked Kevin Brooks if he has a list of the alleys to be vacated. Mr. Brooks said he did not have the list with him. Mayor Hehr said we need to schedule a Public Hearing for the vacating of the alleys after 30 days, there are 6 of them. She told Kreg Robison, MC Beacon, that we would get him the list of alleys. Anthony McDaniel asked when she wanted to schedule the Public Hearing. Mayor Hehr replied August 7th, prior to the Council meeting at 5:00 p.m. Anthony McDaniel made a motion to schedule a Public Hearing on August 7th @ 5:00 p.m. regarding the vacating of alleys. Matt Schaber second. Leann Harper – absent. Motion passed 5.0.
Mayor Hehr reported that Ponzani’s was in the downtown area planting in the bump-outs. She said it looks as if there are going to be purple and white flowers on some of the plants.
Mayor Hehr will be leaving tomorrow afternoon for the Mayor’s Conference in Columbus and tomorrow morning she has a landbank meeting. She has 3 or 4 properties that she would like to have torn down by the landbank, but she can’t find the phone numbers for the people that own them. She said anyone that is interested in having their house torn down can get ahold of her or Taylor Abbott. Mayor Hehr said they found out the other day that the money leftover from the last project will be able to be used for additional houses and we will hopefully get a second round of money as well. Dale English asked if they have done anything about the school yet and Mayor Hehr replied no, they have not, it is still tied up.
The Community Strong Committee met on Thursday evening. Mayor Hehr reminded everyone that Mark Henthorn will be at City Park for music along with Hudson’s Food truck with pizza and ice cream. It will be from 6:00 – 8:00 p.m..
Mayor Hehr asked for a motion to go into Executive Session regarding Personnel/Employment and acquisition of Property. Matt Schaber made the motion. Tiffany Ramsay second. Leann Harper – absent. Motion passed 5-0. Executive Session entered at 5:50 p.m.
Mayor Hehr asked for a motion to go back into Regular Session. Dale English made the motion. Tom Kirkland second. Leann Harper – absent. Motion passed 5-0. Regular Session entered at 6:35 p.m.
Matt Schaber made a motion to terminate employment of Hunter Thomas effective immediately. Anthony McDaniel second. Leann Harper – absent. Motion passed 5-0.
Tom Kirkland made a motion to remove the Parking meters in the Village. Matt Schaber second. Leann Harper – absent. Motion passed 5-0.
Mayor Hehr said we need to schedule the next Council meeting for a different day due to the July 4th festivities being held on July 3rd (Council meeting night). Dale English made a motion to re-schedule the
next Council meeting for Thursday, July 6th. Matt Schaber second. Leann Harper – absent. Motion passed 5-0.

The Mayor asked for a motion to adjourn the meeting. Anthony McDaniel made the motion. Tiffany Ramsay second. Leann Harper – absent. Motion passed 5-0. The meeting was adjourned at 6:40 p.m.
