The Council of the Village of Woodsfield

The Council of the Village of Woodsfield met for a Public Hearing on September 15, 2025.
I. Roll Call:
Present: Council Members; Dale English, Tom Kirkland, Alicia Gardner, Tiffany Ramsay, Matt Schaber, Mayor Carol Hehr, Fiscal Officer Lori Cunard, Solicitor Ryan Regel, and Village Administrator Kevin Brooks.
Absent: Council member Anthony McDaniel.
Mayor Hehr made it known that the Public Notice for the Public Hearing that was scheduled for this evening was not advertised. It is supposed to be advertised for 6 weeks, and we did not realize until today that it was not advertised.
Mayor Hehr said anyone who would like to come forward and state their opinion is welcome to do so but the Public Hearing will officially take place the first Council meeting in November which would be November 3rd.
Randy Monohan – Mr. Monohan came forward and stated that he is attending about the vacating of the street he lives on. He came to the City Building 2 weeks in a row asking for his letter and has yet to receive one. Mr. Monohan said he would like the street to be vacated because he has a grandson that was threatened with being run over by a car and also because he had been told by a former Mayor that he is not allowed on the other side of his fence that he put up and go into a public alley. Kevin Brooks said the former Mayor did not have that authority and he is long gone.
Village Administrator Kevin Brooks said we did not select any of the alleys for vacation, we were approached and asked. The standard answer to vacating an alley is that a survey would have to be done and it would go before Council, and they would have the final say. He said there are procedures we have to follow when vacating an alley.
Mr. Monohan has had issues with his neighbors and has wanted the alley closed for a long time. Mr. Brooks explained to Mr. Monohan that by vacating the alley he hopes he is under no illusions that it will solve all his problems with his neighbors.
Mr. Brooks said there is a process we have to follow, and he apologizes for any inconvenience, he asked Mr. Monohan to please be patient because we are working on it.
J. D. Wiley – Mr. Wiley attended regarding the vacating of an alley in his backyard. He said he does not see any development in that particular area, and he has been mowing it, so he does not have a problem with vacating it.
Kevin Brooks said the individuals concerning the zoning variances are in attendance tonight too. There was some confusion when the Public Hearing was to take place for the zoning variances. Mayor Hehr said the individuals can speak but there will be no vote on it this evening because she did not think it was supposed to be until October 6th.
Mr. Brooks said the zoning variances were also supposed to be advertised in the paper and they were not. The zoning variances only have to be advertised for 2 weeks, so the public hearing will take place on October 6th for the variances and then Council will vote. Anyone who would like to speak tonight is welcome to do so.
Mr. Anthony asked if there had been any questions or opposition to his zoning variance request from the letters that were sent to adjoining property owners. Mr. Brooks said there has been none.
Mayor Hehr asked if anyone else would like to speak regarding the vacating of the alleys or the zoning variances before adjourning the Public Hearing. Tiffany Ramsay made the motion to adjourn. Matt Schaber second. Anthony McDaniel – absent. Public Hearing adjourned at 5:30 p.m.
