WASTEWATER SYSTEM IMPROVEMENTS
Village of Woodsfield is requesting Bids for the construction of the following Project:
Wastewater System Improvements
Sealed Bids for the construction of the Village of Woodsfield Wastewater System Project will be received at the office of the Village of Woodsfield; 221 South Main Street Woodsfield, OH 43793, until 1:30 p.m. local time on June 25, 2025, at which time the Bids received will be publicly opened and read.
The Project includes the following Work:
Contract #1 – Wastewater Treatment Plant Improvements
The work shall consist of replacement of the existing vortex grit unit, improvements to the oxidation ditches including draining / cleaning, replacement of the aeration equipment and adjustable effluent weir and installation and handrail; improvements to the secondary clarifiers including, draining / cleaning, replacement of all internal components, sandblast / painting of the access bridge, replacement of the handrails, replacement of the hydropneumatic tank and all other necessary appurtenances.
Contract #2 – Wastewater and Storm System Improvements
The work shall consist of the construction and installation of approximately 4,800 linear feet (LF) of 8-inch and smaller diameter gravity sewer line, 27 manholes, 6,280 LF of 30-inch and smaller diameter gravity storm line, 57 catch basins, 3 stormwater outfalls, storm-sewer separation connections, surface restoration, and all other necessary appurtenances.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon a non-refundable payment of $250.00 for Contract #1 and $275.00 for Contract #2, plus a non-refundable shipping charge of $35.00 per set. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen.
Checks for Bidding Documents shall be payable to “E.L. Robinson Engineering Company”. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.
Pre-bid Conference
A pre-bid meeting will be conducted at the Village of Woodsfield office at 11:00 a.m. on June 10, 2025. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standard Provisions and the Federal Davis-Bacon Prevailing Wage Rates for Monroe County, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price.
This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).
This procurement is subject to the EPA policy for Disadvantaged Business Enterprises (DBE) utilization. As stated in the Instruction for Bidders, DBE Forms 6100-2, 6100-3 and 6100-4 must be completed and included with the Bidder’s required bid documents. If a Bidder isn’t planning on using any sub-contractors, then he/she shall mark “N/A” in the appropriate locations on the forms. If a Bidder is planning on using a sub-contractor(s), but is below the DBE participation goals, then he/she shall include documentation of good faith effort to involve DBE firms and include such documentation with the required bid documents.
The Contractor agrees to comply with all applicable standards, orders or requirements under Section 306 of the Clean Air Act, 42 USC 1857 (h), Section 508 of the Clean Water Act, 33 USC 1368, Executive Order 11738, and EPA regulations, 40 CFR Part 32, which prohibits the use under non‐exempt Federal contracts, grants, or loans of facilities included on the EPA List of Violating Facilities.
Federal regulations prohibit by‐passing of any sewage during construction operations. The Contractor will be responsible for providing any required temporary pumping facilities piping, etc., necessary to complete the project without any plant by‐passing and continuous treatment must be provided at the same level during construction as existed prior to construction.
Unless otherwise previously or subsequently specified, the Contractor shall procure and pay for all permits, licenses, and approvals necessary for the execution of his Contract.
The Contractor shall comply with all laws, ordinances, rules, orders, and regulations relating to the performance of the work required to complete their Contract.
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
Note that the bid hold time is 90 days.
